Web Design Agencies in Philadelphia, Pennsylvania: Building a Site Everyone Can Use, and Five Firms to Compare
Contents: 6 sections
At 1315 Walnut Street, three of the five Philadelphia firms on this page share a building; the other two are on Spring Garden Street and Market Street. As the firms describe their own work, it runs from WordPress sites for local businesses to user experience design for teams in finance, pharma, healthcare, and telecom, with accessibility testing and usability research among the services listed. For an organization whose site has to work for every visitor, including people who navigate by keyboard or listen to pages through a screen reader, accessibility belongs in the first conversation with a firm rather than in a fix after launch.
Accessibility and Usability: What to Ask a Philadelphia Firm
WCAG, and the level your site is measured against
Zivtech names the W3C’s Web Content Accessibility Guidelines, known as WCAG, as the standard it checks its accessibility fixes against. In the W3C’s own words, WCAG 2.2 “covers a wide range of recommendations for making web content more accessible,” and it defines three levels of conformance, “A (lowest), AA, and AAA (highest).” Zivtech says it verifies each fix against WCAG 2.2 Level AA.
If your organization has already been given a standard to meet, by a funder, a contract, or its own policy, write that standard and level into the project brief so that every firm prices the same target. If it has not, ask each firm which WCAG level its work is checked against, which parts of your site that would cover, and how it would show you that the finished site meets it.
Automated checks and human review
Firms use automated tools in different ways. Zivtech describes a process in which “Automated checks find the patterns; people verify every fix,” and it says that “Automation improves coverage, but it does not certify conformance.”
Ask any firm you speak to which tools it runs and which checks are made by people. Ask whether someone will move through the site using only a keyboard, whether pages will be tested with a screen reader, and whether forms, menus, and pop-up windows are part of that testing. For the final report, request a list of each issue, the page or template where it appeared, and how it was fixed, rather than a single score.
Usability testing with the people who use the site
Accessibility asks whether people with disabilities can use a site. Usability testing asks a broader question: can the people you serve complete the tasks they came for? Eastern Standard lists UX research and usability testing among its services, and Think Company calls itself a user experience design and development agency.
If a firm proposes usability testing, ask who the participants will be and how they will be recruited, which tasks they will be asked to complete, and whether the tests will run on early designs, on a working prototype, or on the finished site. Ask whether you or your colleagues can watch the sessions, and whether the participants will include people who use assistive technology. Finally, ask how the findings will change the design, and who decides which changes are made.
Keeping the site accessible after launch
A site that is accessible on launch day can drift as new pages, images, documents, and videos are added. If your own staff will add that content, ask how the templates will help them: whether image fields ask for a text description, whether headings follow a set structure, and whether video players support captions.
For a site on WordPress, which Kelly Website Design says it builds with, or on Drupal, which Eastern Standard and Zivtech both name, ask the firm to show your editors how to keep new content accessible before the site goes live. Find out as well how documents such as PDFs will be handled, and who checks new sections of the site once the project is finished.
Make accessibility part of the proposal
Ask for the accessibility target to appear in the proposal itself: the standard and level, the pages and templates it covers, who tests before launch and how, and what happens if an issue is found after launch. Some organizations also publish an accessibility statement that tells visitors how to report a problem; if you plan to, ask whether the firm will help you write it and set up the contact route.

How Firms Are Listed
Firms appear in alphabetical order, which is not a ranking. A firm is included when its own website gives a Philadelphia address and lists website design or development among its services, and when that website could be opened for checking. The list does not cover every web design firm in Philadelphia. Addresses, phone numbers, and service descriptions come from each firm’s website, and descriptions of WCAG are quoted from the W3C’s WCAG 2.2 guidelines; all were checked in September 2026.
